Perfect eyeliner is achievable in under 30seconds even for beginners (first time liquid eyeliner users). Tip - put primer or base on and use eyeliner before eyeshadow as the eyeshadow tends to hinder a solid defined line, pull eye taunt and glide on...pretty simple, or you can re-apply after shadow if you want to re-define.
